Plot[]
In 1954, seven years after Japan witnessed the rise of Godzilla, Tokyo has managed to rebuild and the JSDF has been established in the wake of the monster. During this time, Koichi Shikishima has married Noriko Oishi who discovers she has been infected by Godzilla's cells, giving her healing factor similar to Godzilla. Upon seeing this, Noriko opts to hide this from Koichi, who is suffering PTSD from his confrontation with Godzilla, to prevent him from worrying with her only confidante being Sumiko.
Meanwhile, Godzilla's regenerating body is exposed to radiation from the Castle Bravo H-Bomb test, causing him to fully regenerate into a much larger, seventy-meter form. Having been fully revitalized, Godzilla then begins to make his way back towards Tokyo. Elsewhere, in Mt. Aso, a mining company unearths a gargantuan, ankylosaur-like monster who awakens and kills everyone before also making his way towards Tokyo with a witness naming it "Anguirus". Later in the day, Sosaku Tachibana talks to Koichi about how it turns out Godzilla was in a juvenile state when he attacked Odo Island in 1945, revealing that, after absorbing the radiation from Operation: Crossroads, he went through somewhat of a growth spurt.
Godzilla is then spotted in the ocean after destroying a trio of fishing boats. During this time, Kenji Noda hypothesizes that Godzilla and Anguirus will converge in Ginza with one or two possible outcomes: either both will go their separate ways, or fight over territory. The Japanese governments orders an artillery flank to hold off Anguirus and a naval blockade to hold off Godzilla.
Meanwhile, Koichi, after finding out about the rise of a cult called "The Godzilla Legion", discovers Noriko has Godzilla Cells in her and asks her why she didn't tell him. After Noriko tells him she didn't want to worry him, Koichi then shows her a mark of his own which he received during Operation Wadatsumi when he rammed the Shinden into Godzilla's mouth, revealing that he too is infected by Godzilla's cells. During this time, the JSDF actions against Anguirus and Godzilla begin with the artillery failing to damage the armored monster's thick skin and spiked carapace and are completely wiped out while the blockade, after finding out Godzilla's healing factor is now instantaneous and he can now use his Atomic Breath without needing to heal, shares the same fate and both monsters continue unopposed.
The Japanese government orders an evacuation of Tokyo as Godzilla begins rampaging in the city. During this time, Anguirus also arrives and the two monsters cross paths. After a brief stand-off, both monsters proceed to fight each other, causing enormous amounts of collateral damage. After a long, intense fight, Anguirus is thrown into the Diet Building and repeatedly blasted by Godzilla's Atomic Breath. The JSDF send a fleet of Sabers to engage Godzilla but it is revealed that Anguirus managed to survive and retreats into the sea with Godzilla in pursuit. It is found, after the battle, the Godzilla Legion was just a hoodlum causing trouble only to get crushed.
In the aftermath, a plan is devised to lure Godzilla and Anguirus to Kamiko Island, get them to fight, and then detonate charges to cause an avalanche and bury both monsters in snow and rock. After bidding a tearful goodbye to Noriko, Sumiko and Akiko, Koichi heads a squadron of Sabers used to lure Godzilla to Kamiko Island while Anguirus is lured to Kamiko Island using controlled depth charges. Another fight between Godzilla and Anguirus breaks out with both monsters held in place by the Sabers and their own battle. However, during the battle, the wire used to detonate the charges is damaged and Noda heads out to detonate it manually, despite Koichi, Mizushima, and Akitsu's pleas not to. Noda detonates it and is killed in the explosion, causing an avalanche which buries the two monsters.
After the battle, Koichi returns to his family and he toasts in victory and in memoriam of Noda. Meanwhile, the snow containing Godzilla and Anguirus begins to shift, implying the two will break out.
